BACKGROUND
The Urban Basic Services portfolio in South Asia was comprised of the Water for Asian Cities Programme (WAC) implemented in collaboration with the Asian Development Bank. Under the WAC programme, implemented with multi-donor support under the aegis of the Water and Sanitation Trust fund and also through support from private sector donors, e.g. Coca Cola and BASF, a large number of community based water and sanitation projects demonstrating innovative approaches were carried out in India, Nepal, Pakistan, Bangladesh and Sri-Lanka. The programme also included policy dialogue with governments linked to field demonstration projects. Since 2011, a Global Sanitation Fund (GSF) has been operational in Nepal and is contributing to a major transformation in the sanitation situation in the country. In collaboration with UN-Habitat’s Regional Office for the Asia and Pacific, the Urban Basic Services Branch has also been supporting Water and Sanitation related activities under the “Resumption and Completion of the Pakistan Settlements Flood Recovery Programme”.
RESPONSIBILITIES
- Objectives, Responsibilities and Tasks
The overall objective of this consultancy is to support the implementation of the Urban Basic Services Portfolio of UN-Habitat in the South Asia region and to contribute to its further development. Key tasks are described below:
- Provide Substantive Oversight and overall coordination of all Urban Basic Services activities, ensuring the quality of the work and timely delivery of outputs under different initiatives in the region ;
- Assist in Policy Dialogue on Urban Basic Services with local and national government counterparts, highlighting UN-Habitat’s specific goals and approach to sustainable urbanisation;
- Reporting to donors, ensuring timely submission of reports as required and follow up as advised;
- Identify and develop opportunities for enhancing the portfolio of urban basic services in the region, including water, sanitation, urban mobility, urban energy and waste management.

Professionalism – Demonstrates professionalism in carrying out the assignment and competence.
Planning and Organizing – This consultancy is home based. This needs one to be able to develop clear goals with agreed strategies and adjusts plans and actions to enable time efficiently. Should be able to identify priority activities and assignments as well as adjust where necessary.
Communication Teamwork – Submission of monthly reports are required and the consultant needs good command of English both written and spoken effectively. He should demonstrate openness in sharing information and keeping people informed.
Accountability – Be able to take ownership of all responsibilities and honours commitments to meet deadlines.
EDUCATION
- Advanced university degree (Master’s degree or equivalent) in Urban Planning, Environmental Science, Project Management, Civil Engineering or Public/Business Administration, Physical or
- Social Sciences, a first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree or related field.
WORK EXPERIENCE
- At least 10 (ten) years of working experience in the area of water and sanitation and other urban basic services.
- Experience in policy dialogue at a senior level and in an international context.
- Computer literate in work processing software and electronic communications.
- Strong writing, inter-personal and networking skills.
LANGUAGE SKILLS
Excellent command of English is required.
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
