Strengthening Planning for Resettlement and Integration of Refugee Communities
Call for Expressions of Interest from Non-Profit Organizations
The UN-Habitat Programme is seeking EXPRESSIONS OF INTEREST (EOI) from qualified and registered local and international Non Profit Organizations for the implementation of community mobilization supporting UN-Habitat in achieving the “a sustainable human settlement that integrates refugees and host communities” and “countering conflicts between refugees and host communities, and promote a minimum socio-economic stability” within the project Strengthening Planning for Resettlement and Integration of Refugee Communities at Kalobeyei New Site, Turkana County.
DEADLINE for submissions: 8 April 2016
DURATION: 6 months, tentative starting date 18 April 2016
- Background
The United Nations Human Settlements Programme (UN-Habitat) is mandated by the UN General Assembly to promote socially and environmentally sustainable human settlements development and the achievement of adequate shelter for all.
Turkana County is the largest county in Kenya and home to thousands of refugees fleeing from civil strife in the neighboring republic of South Sudan. Since the end of August 2014, the current Kakuma camp has been unable to accommodate the 42,000 new arrivals that it has received. The project was developed in response to the continuous number of refugees in Kenya, Turkana County, where a significant fraction of the population has constantly been under the refugee status for the past 20 years. With long-term peace and reconciliation still not the current reality in South Sudan (and Somalia); Turkana County will likely record additional refugee arrivals.
The County Government of Turkana with support of the National Government of Kenya and UNHCR is embarking on the resettlement of refugees. UN-Habitat will be able to contribute the preparation of an integrated settlement plan for the Kalobeyei new site, aimed at demonstrating sustainable approaches to human settlement development and harmonious integration of refugee populations and host communities, as well as encouraging the participation of other partners.
- Planned activities:
The primary components of the implementation requirements are identification of the communities from both refugee and host community and support in participatory planning processes in particular regarding human settlement issues, awareness rising on common problems and potential challenges regarding urban services, inclusive livelihoods, safe environment, and possible way forward.
The implementation partner is expected to work closely with the communities to ensure an efficient participatory planning process and an inclusive mobilization of community representative and leaders, as well as to conduct specific research and organize a series of events.
- The statement of experience and capability and the indicative budgets should contain, but need not be limited to the following:
- Institutional and Technical Information:
- Description of the organization`s main activities;
- A description of the methodology, addressing social, technical and sustainability aspects included in a tentative work plan;
- Copy of the organization statute;
- At least two consecutive years financial statements;
- Proof of certification as a nonprofit organization
- Indicative Budgets

Expressions of interest should be referenced as “Expression of Interest – Strengthening Planning or Resettlement and Integration of Refugee Communities Project”. Successful applicants will be invited for further discussions on possible involvement in the project.
